The Fifth Circuit, in a per curiam decision, affirmed federal district judge Xavier Rodriguez’s rulings in the EAA’s favor ruled that all 42 USC s. 1983 causes of action against the EAA were either barred by limitations or did not state a claim for due process or equal protection violations.
