Gerry Howard, who is Board Certified in Labor and Employment Law by the Texas Board of Legal Specialization, is a partner in the Firm's Labor and Employment Department. Mr. Howard attended West Virginia University where he received a Bachelor of Science in Education, cum laude, and attended the University of Houston Law Center, earning his J.D., cum laude, in 2001. While in law school, Mr. Howard served as the Senior Notes and Comments Editor for the Houston Law Review. Prior to joining Kemp Smith, he served for two years as a Judicial Law Clerk in the United States District Court for the Western District of Texas, El Paso Division. Mr. Howard represents both private and public entity employers in all aspects of labor and employment law, to include defending wrongful discharge claims, discrimination and retaliation claims, non-subscriber injury claims, and more. He counsels clients on risk management and litigation avoidance matters as well as policy and procedures, and offers training to employers to assist them in keeping up with the latest in employment law and best practices. Mr. Howard has also served as an adjunct professor of higher education law at the University of Texas at El Paso, teaching masters and doctorate degree candidates. Before attending law school, Mr. Howard served for over 20 years in the United States Army in command and staff positions in the United States and in Europe. Mr. Howard earned a Masters of Military Art and Science from the U.S. Army Command and General Staff College in 1994, and retired from active duty as a Lieutenant Colonel in 1998.

Mr. Howard is a Past President of the El Paso Chapter of the Federal Bar Association and a past member of the Board of Directors of the El Paso Bar Association. Mr. Howard has served on several non-profit agency boards, and is currently a member of the Board of Directors for CASA (Court Appointed Special Advocates).
Mr. Howard speaks regularly on labor and employment law topics, including to the State Bar of Texas Labor & Employment Section Annual Labor Law Institute, the El Paso and Southern New Mexico Chapters of the Society for Human Resource Management, and other professional seminars.
