Matthew K. Behrens

Matt Behrens is an attorney in the firm’s Corporate and Business department and primarily focuses on utility, taxation, and corporate business matters. He brings to the firm significant insight and experience in the utility and renewable sectors. Mr. Behrens is a fourth generation El Pasoan that intends to carry on the Behrens family’s dedication to the El Paso community.

Before joining Kemp Smith, Mr. Behrens held various legal and accounting roles. At El Paso Electric Company (EPE), he handled matters before the Public Utility Commission of Texas and the New Mexico Public Regulation Commission, including base rate cases, certificates of convenience and necessity, special contract rates, public interest filings, as well as other miscellaneous matters. He also drafted and negotiated purchase power contracts for renewable and battery energy storage systems as well as engineer, procure, and construct contracts for the same. Mr. Behrens has extensive experience in corporate and partnership taxation and was formerly a state tax director for Hunt Companies, a diversified, family-owned holding company, and a tax senior with Deloitte in Houston, Texas. Additionally, due to his work with EPE and from his time as an assistant city attorney for the City of El Paso and assistant general counsel for El Paso Water, Mr. Behrens brings with him years of Texas municipal law experience.
